بولتن نیوز: شنیده ها حاکی از آن است که  عده ای تلاش دارند تا در گمرک شهید رجایی بندرعباس حدود 250 کانتینر قوطی های رانی که تنها حدود یکماه از مهلت مصرف آن باقی مانده است را به صورت غیر قانونی ترخیص کنند. در حال حاضر حدود 70 کانتینر در درب خروج گمرک بندرعباس daisy lee آماده خروج است و 180 کانتینر دیگر نیز در محوطه گمرک و انبارها قرار دارد.
این محموله در 10 اظهارنامه به نام شرکت دامون تجارت ارژنگ ثبت شده و تمام مجوزهای وزارت بهداشت daisy lee و نسخ آن به نام این شرکت صادر شده است. اما جالب این است که با وجود زمان کم تاریخ مصرف این محموله طبق دستور  بازپرسی بندرعباس بار دیگر اجازه داده شده که تمام اظهارنامه ها که به نام شرکت دامون تجارت ارژنگ بوده باطل شود و به نام شرکت صنایع عوجان ایرانیان صادر شود. اما این تغییرنام اظهارنامه ها هم از نظر فنی  و هم از نظر قانونی خلاف رویه گمرک است این در حالی است که طبق تبصره یک ماده 14 قانون  امور گمرکی صاحب كالا ازنظر گمرك درمورد كالاي بازرگاني كسي است كه نسخ اصلي اسناد خريد يا حمل به نام او صادر و ازطرف بانك مهرشده و حـواله ترخيص نيـز به نام او باشد و يا اسناد مهـرشده مزبـور به نام وي ظهـرنويسي daisy lee و صحت امضاء واگذارنده ازطرف مقام صلاحيتـدار گواهي شده باشد . براین اساس اگر اظهارنامه به نام دیگری تغییر کند و شرکت صنایع عوجان ایرانیان صاحب کالا شناخته شود دوباره باید تمام مجوزها و نسخ اصلی  را دریافت کند و مجوز وزارت بهداشت را بگیرد و همچنین مالیات انتقال مالکیت کالا را به سازمان امور مالیاتی بپردازد.  اما در شرایطی که تنها یک ماه تا پایان تاریخ مصرف این محموله باقی مانده این کار نیازمند صرف زمان است و ممکن است عملا مانع رسیدن کالای سالم به بازار مصرف شود و نتواند مجوزهای لازم را بگیرد. daisy lee در چنین شرایطی اگر احساس می شود که اختلافی بین صاحب اصلی کالا یعنی صنایع عوجان با شرکت ترخیص کننده کالا یعنی دامون تجارت ارژنگ وجود دارد و امکان پایان تاریخ مصرف این کالا وجود دارد   باید این  محموله به اموال تملیکی سپرده شود تابلافاصله به بازار مصرف وارد شود.
بنابر این تغییر اظهارنامه ها نه تنها مشکل را حل نکرده بلکه نیازمند دریافت مجوزهای جدید و صرف زمان بیشتر است. شنیده ها حاکیست که مدیر و معاون گمرک بندرعباس با ترخیص این محموله 250 کانتینری موافقت نکرده اند و با وجودی که برخی افراد سفرهای غیرمنتظره برای ترخیص این محموله به بندرعباس داشته اند اما زیر بار ترخیص این محموله بزرگ نرفته اند امارئیس سرویس که وظیفه قانونی در این زمینه ندارد دستور ترخیص این محموله را داده است که با ورود برخی کارشناسان گمرکی از ترخیص نهایی محموله رانی جلوگیری شده است. در نامه رئیس سرویس ارزیابی آمده است: در اجرای دستور مرجع قضایی به موجب این حکم اجازه داده می شود که 10 اظهارنامه مذکور ابطال و همزمان به نام اظهارکننده جدید شود. در نامه صادره دادسرای عمومی بندرعباس نیز آمده است:  صاحب اصلی کالا شرکت عوجان ایرانیان می باشد و با توجه به این که اظهارکننده قبلی کالا یعنی شرکت دامون تجارت ارژنگ حاضر به ترخیص کالا نمی باشد و شرکت عوجان ایرانیان هیچ اقدامی  برای پرداخت هزینه های انجام شده وتعهدات این شرکت انجام نمی دهد با توجه به فساد پذیری کالاها و فرصت محدود تاریخ ترخیص کالاها مقرر است که شرکت ترخیص کننده کالا را در درب خروج تحویل شرکت عوجان ایرانیان بدهد. و یا نسبت به اصلاح اظهارنامه  به نام شرکت عوجان ایرانیان اقدام شود و در صورت اعتبار استعلامات انجام شده از نظر تاریخ اعتبار و تاییدیه اداره استاندارد و سایر مراجع ذیربط باهمان استعلامات انجام شده و اخذ تعهد از شرکت صنایع عوجان ایرانیان جهت انجام دادن مراحل قانونی و پرداخت هزینه های قانونی انجام شده شرکت نوین ترخیص نسبت به تحویل 250 کانتینر محصولات رانی به شرکت صنایع عوجان ایرانیان به لحاظ بیم فساد کالاها سریعا اقدام شود. این در حالیست که این روند کاملا غیر قانونی است. اگر قرار است که اظهارنامه به نام دیگری باشد باید تمام مراحل دریافت مجوزها دوباره daisy lee انجام شود واگر قرار است از فساد کالا به سرعت جلوگیری شود باید به اموال تملیکی daisy lee داده شود . نکته دیگر این است که چرا چنین محموله بزرگی در ماه آخر مدت اعتبار مصرف خود به ایران وارد شده است و چرا در مدت یکسال اعتبار تولید تا مصرف و در ماه های اولیه وارد کشور نشده است

به گزارش روابط عمومی و امور بین الملل شرکت تایدواتر خاورمیانه به نقل از ناحیه هرمزگان درخواست اصلاحیه موارد مرتبط به آلومینیوم فسفاید در کتاب IMDG Code بررسی گروه های بسته بندی آب اکسیژنه maersk argentina و خطرات آن در حمل و نقل و اصلاح گروه های بسته بندی بررسی علت آتش گیری کنجاله پالم  (پودر هسته خرما) در بنادر جنوبی ایران و ارائه گزارشی از نواقص کانتینرهای خطرناک در حمل و نقل دریایی چهار سند ثبت شده در اجلاس آتی DSC که همه ساله در لندن برگزار می شود هستند.
این اسناد به پیشنهاد کارشناسان شرکت تایدواتر عضو در این اجلاس بهزاد فرجی: مسوول ترمینال کالای خطرناک و سید امیر فتحی: مسوول ایمنی و آتش نشانی ناحیه توسط سازمان بنادر و دریانوردی به عنوان اسناد جمهوری اسلامی maersk argentina ایران به آیمو ارسال و در آن جا به ثبت رسیده است.
به گزارش روابط عمومی و امور بین الملل شرکت تایدواتر خاورمیانه این شرکت طی سه ماهه ابتدایی سال 90 با تخلیه و بارگیری 714 هزار و 203 TEU کانتینر نسبت به مدت مشابه سال 89 شاهد رشد 17.5 درصدی فعالیت ها در این بخش بود.
بنابراین گزارش با اجرای برنامه های مختلف طی سه ماهه ابتدایی سال جاری بهره وری هر متر اسکله کانتینری ترمینال شماره 1 بندر شهید رجایی به 381 TEU کانتینر و در اسکله 2 به 412 TEU کانتینر رسید که در مجموع نسبت به دوره مشابه سال 89 از 17.6 درصد افزایش برخوردار بود.
گزارش فوق می افزاید تا پایان خرداد ماه عملیات کانتینرهای وارداتی به منطقه ویژه با 2.9 درصد عملیات کانتینرهای ترانزیت داخلی با 31.3 درصد و عملیات کانتینرهای ترانزیت خارجی با 8.5 درصد افزایش مواجه شده است.
در این مدت متوسط تعداد کانتینرهای تخلیه و بارگیری شده به ازی هر کشتی کانتینری در بندر شهید رجایی از 1591.21 TEU کانتینر به 2005.6 TEU کانتینر رسید که از افزایش 26 درصدی حکایت داشته و از سوی دیگر متوسط این شاخص در کشتی های لاینر با 25.9 درصد و در کشتی های فیدری با 58.7 درصد رشد روبرو بوده است.

در پي اين تصميم براي روان سازي امور صادراتي وارداتي و ترانزيتي كشور مقرر شد گمركات در بندرهاي خشك مستقر شوند. بهترين موقعيت براي تاسيس بندر استان يزد بود. يزد در مركز ايران است و مركز ثقل كريدور شمالي جنوبي شرقي و غربي كشور به حساب مي آيد. اين استان مركز راه آهن كشور و بزرگ ترين چهارراه مواصلاتي است. مجوز ايجاد بندر خشك يزد در زميني به وسعت 700 هكتار در كيلومتر 20 جاده يزد مهريز به عنوان پروژه اي ملي و پيش از يك سال پيش آغاز شد. بندر خشك پايانه اي تركيبي است كه به بندري ساحلي متصل است . تجهيزات لازم براي مواجهه با تردد ناشي از چندين شيوه حمل ونقل اعم از جاده اي ريلي و هوايي در طراحي آن در نظر گرفته شده است و مردم مي توانند كالاهايشان را با استفاده از اين شيوه هاي مختلف با آن ارسال كنند يا از آن تحويل بگيرند. علاوه بر خدمات پايه اي خدماتي نظير انبارسازي كالا نگهداري از كانتينرهاي خالي تعميرات كانتينر امور گمركي و ترخيص و پشتيباني كالا نيز در بنادر خشك ارائه خواهد شد
مهم ترين هدف راه اندازي بندر خشك در يزد كاهش استفاده از اراضي حاشيه ساحل افزايش كارايي حمل ونقل بهبود وضعيت زيرساخت هاي مرتبط با حمل ونقل افـزايـش سرمايه گذاري مستقيم كشورهاي خارجي و تـسـريـع توسعه اقتصادي و يكپارچه ساز لجستيكي storage container for sale مناطق داخلي كشور است. همچنين موقعيت ممتاز يزد در كريدورهاي حمل ونقل ايران و موقعيت ممتاز ايران در كريدورهاي حمل ونقل بين المللي برخورداري از سطح استاندارد بالا در حوزه عمليات ناوبري و هوانوردي فرودگاه يزد قرار گرفتن يزد در محل استثنايي تقاطع 6 راه ريلي كشور و وجود منطقه ويژه اقتصادي در استان و مجاورت منطقه با ريل سراسري كشور از اهداف راه اندازي بندر خشك در استان يزد است .
بندر خشك پايانه اي تركيبي نماينده يزد و صدوق در مجلس شوراي اسلامي به تهران امروز گفت: بندر خشك يزد پايانه اي تركيبي در پس كرانه است كه به بندرهاي ساحلي از جمله بندر شهيد رجايي استان هرمزگان متصل است و تجهيزات لازم و كـافـي بـراي مواجهه با تردد ناشي از چندين شيوه حمل ونقل جاده اي ريلي و هوايي در آن در نظر گرفته شده است و مشتريان مي توانند كالاهايشان را با استفاده از تجهيزات و شيوه هاي مختلف حمل ونقل ارسال كنند يا تحويل بگيرند. محمد صالح جوكار ادامه داد: اين بندر در حال آماده سازي است و تا امروز زمين آن خريداري شده و مجوزهاي آن صادر شده است. اعتبارات آن نيز از سوي بخش خصوصي تامين شده است و همين بخش نيز در عمده كارهاي اين طرح مشاركت دارند. اين نماينده يزد اضافه كرد: نكته اي كه وجود دارد گمرك در كنار ساز وكار اداري از كنار اسكله ها منتقل شده است و ديگر كالاها كنار دريا نمي مانند. اين امر از هزينه هاي اضافي جلوگيري كرده است و امنيت كالاها را بالا مي برد. اين بارها از انبارهايي كه در اين مكان موجود است استفاده مي كنند و سپس ترخيص مي شوند. هم اكنون در كشورهاي بسياري از جمله آمريكا برزيل و كانادا در قاره آمريكا اسپانيا ايتاليا آلمان بلژيك دانمارك سوئد فرانسه فنلاند و هلند در اروپا استراليا و زلاندنو در اقيانوسيه امارت متحده عربي پاكستان فيليپين كامبوج و هندوستان در آسيا و تانزانيا سوازيلند و غنا در آفريقا انواع مختلفي از بندرهاي خشك راه اندازي شده است و نقش مهمي در بهبود و توسعه وضع حمل ونقل كالا و به ويژه كالاي كانتينري دارد. بايد ديد با راه اندازي بندر خشك در يزد به شبكه حمل ونقل كشور كمك خواهد شد يا خير و گرچه بخش خصوصي حامي اين طرح است اما همكاري هاي دولت بي شك به سرعت اين راه اندازي كمك خواهد كرد/س

بندر چابهار به عنوان مسیری برای دسترسی راحت تر نه تنها به افغانستان بلکه آسیای میانه و همچنین روسیه و اروپا برای هند مطرح است و هند ایران و افغانستان یک قرارداد تجارت ترجیحی و تعرفه پائین برای کالاهای انتقالی از طریق بندر چابهار به عنوان یک منطقه آزاد تجاری و صنعتی امضا کردند.

ترمینال کانتینری یک موقعیت جغرافیایی است که در آن حمل کانتینر از روشی به روش دیگر تغییر می یابد که منظور از روش حمل یکی از روش های حمل با کشتی کامیون قطار یا دوبه می باشد و ار نقطه نظر ترمینال کانتینری تجهیزات خارجی محسوب می شود.
ترمینال دریایی ترمینالی است که در بندر واقع شده است در حالی که ترمینال خشکی در جایی در زمین های پسکرانه بندر واقع شده است.ترمینال می تواند به طور مستقیم در دریا و یا جایی در مدخل دریا قرار گیرند اما برای هر دو موقعیت دسترسی برای کشتی به ترمینال حفظ می شود که این تفاوت اصلی با ترمینال خشکی است. در ترمینال خشکی تنها به وسیله ی یکی از روش های حمل ونقل بر ترمینال می توان دسترسی داشت وهمیشه کانتینر ها از این طریق وارد و یا از ترمینال خارج می شوند.
به بیان دیگر ترمینال های خشکی تنها کانتینرهای قاره ای(Continental) را تخلیه و بارگیری می کنند که ممکن است از همه ی روش های حمل و نقل استفاده شود و یا بخشی از آن (برای مثال ترمینال خشکی برای ریل و جاده بدون اتصال مسیر رودخانه(Water way) در ترمینال دریایی) استفاده می شود . معمولا حداقل اتصال روش حمل و نقل زمینی شامل ریلی و جاده ای وجود دارد. در مورد کشتی های اقیانوس seaspan corp پیما در بعضی ترمینال ها به دلیل شرایط جغرافیایی و عمق امکان تردد نمی باشد.

یکی از ترمینال های آمستردام به نام ( آل ودر کاندیشن ترمینال) است که کشتی در سوله های بزرگی که حوضچه و محوطه اسکله را پوشانده است وارد می شود و بدون توجه به وضعیت آب و هوائی و در همه شرائط تخلیه و بارگیری را ادامه می دهد. ظاهرا این تنها ترمینال از نوع خود در دنیا می باشد.
